cryptlib 3.4.5 Windows x86/x64 test candidates

Both architectures passed native API initialization/RSA/shutdown and MSI install/uninstall on matching Windows 10 VMs.
Windows Mystic TLS/SSH integration, MSI upgrades and Windows 7 are not qualified.
The x86 DLL is cl32.dll; the x64 DLL is cl64.dll.
Complete build source and local adaptations: cryptlib-3.4.5-build-source-20261030.tar.gz, mysticd commit 37d0add.
COPYING and runtime/probe notices are inside the packages. Upstream 3.4.5 is EOL.
