General command-line INI editor, independent of Mystic. Existing commands and options are retained.

Windows: ZIP for x86/x64. Linux: tar.gz for i386, amd64, armhf and arm64. Each archive contains only the executable and README.txt. No MSI/DEB installation or global PATH change.
Linux archives were tested on Debian 11/12/13 and Ubuntu 24.04/26.04. i386 ran with 32-bit libc on an amd64 kernel; these tool tests do not change the Mystic installer platform qualifications.
